Procedural language error message?

Procedural language error message?

When I try to install PostgreSQL I get the following message

'Failed to connect to the database. Procedural languages files are installed, but are not activated in any databases.'

I click OK and get another error message:

' could not connect to server: Connection refused (0x0000274D/10061) Is the server running on host "127.0.01" and accepting TCP/IP connections on port 5432?"

I've tried to install numerous times, followed the uninstall/installation .pdf guide and it's still not working.

I have vista, firewall is turned off, the user control thing is turned off too.

Any ideas?

When you originally installed PostgreSQL, did you do it using the One Click Installer from the PostgreSQL website? That's the only way that I've heard of people getting that message; try uninstalling then reinstalling using that version and see if that helps. (You can find it on this page.) We don't normally recommend using that version, but once you have it installed and functioning it should keep doing so properly.
