That was for hands generated from a third party hand converter and doesn't apply to hands downloaded directly from ClubGG. Unfortunately I don't have a workaround you can use for downloaded hands.
ClubGG hands are not currently supported by PokerTracker 4 but if you open a Support Ticket we can notify you should support be added in a future update.
I don't see why that would change anything but it's possible that the regular shortcut isn't running with the same permissions as the logging enabled shortcut on that computer.
