Go to 'Database -> Export Hands' and make sure the correct player is selected at the bottom of the export window. On the 'Sessions' tab for cash games or the 'Tournament' tab for tournaments use the CTRL-A keyboard shortcut to select all sessions/tournaments and then click on 'Export Hands'.

I am not aware of a specific issue with that filter. Can you please export your custom note definition and the relevant hand history and attach it either here or privately to a Support Ticket. Thank you.

Yes. In the meantime you can revert to PokerTracker v4.17.15 here (unless you have also updated PostgreSQL beyond v12) where new hands will import with the correct time again.

PokerTracker 4 uses the regular stake for the table (number 3 in your example) for WPN bomb pots. For hands like that bomb pots can be filtered for using the methods described here or here. The latter method requires that specific text to be present in the hand history.
