Well that seemed to work... Try running the installer again and see what happens. PS. When you paste your screenshot into Paint (or whatever you are using), resize the canvas so the image is only as big as the screenshot. It should probably even ask you if you want to automatically resize to fit...
Can you find your bin directory under the PostgreSQL/8.2 directory? Go to that directory and run the 2nd command I provided then please show us a screenshot.
Did you open the command prompt immediately and run those commands? Do you have a PostgreSQL directory under your Program Files? Your directory structure may be different which causes them to fail.
