This means when you restored your system you didn't copy the hhdbs.mdb file. In the Access database all of the hand histories are stored there, so when you converted to PostgreSQL it didn't find them and created a blank hand history table. Not unless the PT3 developers have plans to convert PTS to be part of PT3, and I haven't heard that this is happening any time soon.

PostgreSQL 8.4 is not supported by PT Stud so parts of the program may not work. I know for sure that graphs will not work and there may be other issues. I suggest using an earlier version like 8.3 or 8.2.

No, you won't be able to do this in the current version of the program.

Maybe Observed Hands are only the hands in my database where I wasn't in the game (at the table) at all? That is correct.
