Click Start type services.msc and click on it when it appears. Is PostgreSQL in the list? If so, can you start it? If not, what error do you get when you try?

Go to "Services" in the Control Panel and follow the same directions.

In services.msc look for Secondary Logon and right click it and click Properties. Make sure it's started and its startup type is set to Automatic, then try again.

hi there
I have done so
it was on manual
to get postgre back I had to system restore to a couple of weeks back, and it now works fine, but wont let me download the latest July 1st version
'windows cannot access the specified path - may not have permission'
it was always fine for updates before, don't know if this is related to this postgres problem or just my computer is a bit sick.. hmm
thanks again

Try saving the file somewhere else - that error might mean you don't have the rights needed to save the file where you want it to go.
