When my 1st screen is entirely occupied by the tables and I open the notes of the players which are on the right edge, the notes open on my 2nd screen on the right which is off. Is this normal?

That is normal but it does depend on the exact positioning of the HUD. If you move the HUD to the left then there will be a point at which the note window would then open on the same monitor.

Except I can't do that. Theoretically? since my screen is off, it would be good if the notes were displayed on the screen where the table is positioned

Simply turning your screen off isn't going to stop it being detected and used by Windows as if it was still turned on (open any window for example and move it to the same boundary - it will not be restricted to the one screen). Therefore you will either need to:
a) Follow the suggestion in my original reply.
b) Turn the other screen on.
c) Tell Windows to use a single screen. Hold down the Windows key on your keyboard and press 'P'. Next select 'PC screen only' or 'Second screen only' depending on which one you want.
d) Disconnect the monitor.
e) There may be other options with regards to monitor detection but that will depend on the specifics of your setup such as graphics card/manufacturer, display cable type e.t.c.

Or maybe YOU have to make sure that the HUD does not open on a screen that is not the one where the table is located.
