I can't find "Fold to FloatBet in a 3bet+ pot". Is that because it doesn't vary much from a non-3bet pot or something?

There is a 'Fold to Flop Float Bet in 3Bet Pot' custom statistic available in the Download Warehouse.

I found it and downloaded it to my browser. But I don't know what program to "open it with". It isn't just giving me the Save to computer option when I hit "open".

You need to save the file and not open it. Try a different browser and when the file is saved to your computer you can import into PokerTracker 4 via 'File -> Import Statistic'.
