Why did some hands not import and how can I have them imported?

When you get a batch of them like that they are older hands at tables that are no longer open. Observed hands will only be imported for new hands that play after you start the import. They are only to allow the Hud to show for table selection purposes. PokerStars only allow us to import 30 observed hands per session so importing all of the previous hands would sometimes mean that you wouldn't be see the Hud for your current table.

There were hands that I played that didn't get imported. How can I locate those and import them?

Your own hands will be imported from the hand histories, not by being observed.
Please check that you have PokerStars and PT4 configured correctly so that your hand histories are imported. See the PokerStars Configuration Guide for how to do that.
