Hi,
are there any slowdowns when using a SSD via USB 3.0 with postgre ? Is it as fast as a interal SSD?

You use check the max data bandwidth for USB 3. For example SSD SATA III are slower than PCIe due to their bottleneck.
You should be able to find the info somewhere

well I know the internal solutions like m.2 and sata express, but I am looking 4 Pokertracker 4 installed on a removeable SSD with max speed possible.

It depends on your exact ports and the max throughput of the drive. USB 3.0 may be close to the max throughput of your SSD in which case that wouldn't be the bottleneck. You can read about throughput speeds in general
here (look in the Peripheral section for USB/eSata/Thunderbolt).
