Each virtual machine installation counts as one of your two usages per registration code regardless if they are on the same physical computer so if you install PokerTracker on your computer then install it on a virtual machine on the same computer this would count as the maximum of two allowed usages per registration code. With regards to PostgreSQL you can install that separately on the VM or you can use the PostgreSQL on the host OS - please refer to this guide for details:

Guide: PostgreSQL Server Hosted on a Local Network

You need to set up the Windows 10 PostgreSQL first using the guide I linked above then install the Windows 8 PokerTracker 4 afterwards. The Windows 8 PokerTracker 4 will want to install PostgreSQL so you'd tell it not to and instead give it the credentials to access the Windows 10 PostgreSQL. If you have any trouble getting that configured then please open a Support Ticket so one of our technicians can assist you in getting that setup.
