unable to log in database

Hi, I uninstalled postgresql and pt4 too and try to reinstall but the problem wasnt solved, could you help me?

Did you receive confirmation that PostgreSQL reinstalled successfully? Click your Windows Start button then type the following command:

services.msc

and click on it when it appears. Do you see the PostgreSQL service in the list? Is it started, or can you start it? If the service isn't listed then PostgreSQL hasn't installed and we have a guide for reinstalling it here.
