Restore Database on new PC from PostgreSQL 8.x to 9.x

Hello,

I installed manually PostgreSQL 9.3 on a new laptop and then PT4.

I want to restore now a backup from my old PT which used PostgreSQL 8.4.

Is this possible because of different versions?

Before that I tried to import the old Processed Folder but he imported only 56k instead of 64k hands then.

Why?

Yes, you can restore a backup from 8.4 to 9.3.
Without seeing your histories it's impossible to know how many hands you have, but one thing which can cause a difference like that is if some of the hands were observed hands, or if you played at a different site or played a few tournaments (or a few cash games). Did the import say it was 56k hands, or is that what you're seeing in reports?
