Postgres Timezone Error

I have been unable to update to the latest version of PT4 (4.15.7) and am getting an error reading "Postgres Timezone Error". I can't view hands/ tournaments player everything blank. I followed the instructions trying to adjust some code but it got pretty confusing. Would deleting the program and downloading from scratch solve the problem or am i stuck?
