RFI vs PFR. Which one is better to construct ranges?

In my All Player report usually the RFI number is higher than PFR. For instance in BTN the PFR number is 23.28 but the RFI is 37. Same with CO with a PFR% of 19.80 and RFI of 25.13 (and so on with similar gaps for every position).

Which one of these stats is more helpful to infer ranges from?

You can infer a players RFI range directly from that stat but you cannot infer a players RFI range (or other ranges) from PFR since it includes isolation raises, limp raises, 3bets, 4bets+. So if for example you wanted to estimate a players 3Bet range you would look at the '3Bet Preflop' statistic. That method doesn't translate for 4Betting ranges since it is linked to 2Bet% and there is a separate statistic for that called '4Bet Ratio'.
