How can I filter for situations like
"button raise first in frequency when sb has a stacksize of between 10 and 15bb?"

The raise first in part is not a problem obv. but how to define the stacksize of a player in a filter who is not the active player and might not even participate in the hand?

If you want information about another player then that would require a subquery although if you just want a stat in your report that displays this frequency for the population in your database you could probably do that by building a custom stat from the SB's perspective and using the aggressors string to determine the preflop activity- see this post for more information on how the actors and aggressors strings work.
