Understanding of stats

On my Blind v Blind stats i have BB vs SB Open - FOLD BB v SB Open - CALL and BB V SB Open - 3BET. Why is it on the pop up under value i get 7 73% 46/63 13% 8/63 but 3 bet 29% 9/31. Why has 3b 9/31 and not 9/63? Is it something to do with having limps from Small blind? Why does the percentages add up to more than 100%.

The BB doesn't always have an opportunity to 3Bet when the SB opens and this occurs when the SB open raises all-in or if their open raise size would effectively put the BB all-in.
