That is the action the active player (the player the stat is for) took when facing a 4bet, so if the active player doesn't face a 4bet because another player 5bet first then cash_hand_player_statistics.enum_p_4bet_action = 'N' ("not applicable", or "none"). It will only be "R" if the active player raised the 4bet themselves.
