encoding of hand histories

When saving hand histories (using the 'Export Original Handhistory' option) and trying to read them in again I encounter problems on windows with python.
Is this a known issue if yes what is the solution.
What encoding (utf-8, ascii, ??????) is used to generate those hand histories?

Could it be that latin_1 encoding is used (latin_1 iso-8859-1, iso8859-1, 8859, cp819, latin, latin1, L1 West Europe)

UTF-8 as far as I am aware.
