Try restarting your machine and that may fix it. If not, click Start type services.msc and click on it when it appears. Do you see PostgreSQL in the list? If so can you start it?

What error were you given when you attempted to start it?

Not sure if I can translate it properly, but something like: "Error 1053: It couldn't be started because it didn't react on time."

Here it is in czech: http://postimg.org/image/wh7turtnh/

Click Start type Event Viewer (or whatever the appropriate translation for that would be), and click on it when it appears. Expand the Windows Logs section and click Application (in the left hand side). In the top center you should see some errors related to PostgreSQL. Click on one and tell me: what does that error text say?

Unfortunately kraada is off for a few days now, and he knows much more about this sort of thing than I do.
That message looks like it might be related to tablespaces - have you used tablespaces in PostgreSQL?
Do you have that folder in your PostgreSQL data folder?

That is not the correct location. The pg_tblspc folder will be in your /PostgreSQL/data directory which will usually be in one of the following locations.

C:/Program Files/PostgreSQL/x.x/data/pg_tblspc
or
C:/Program Files (x86)/PostgreSQL/x.x/data/pg_tblspc
or
C:/PostgreSQL/data/pg_tblspc

(x.x refers to the version of PostgreSQL installed on your computer).

Have you made any changes to these folders or PostgreSQL recently? So we can learn more about this please send us your log files attached to a support ticket via our support system and that will help us figure out what is going on. Please include a link to this thread in the ticket.

Go to "Start Menu -> All Programs -> PokerTracker4 -> PokerTracker4 (Logging Enabled)" and click through any messages. Only start PokerTracker4 once even if nothing appears.

Then send us:

--> C:\Users\SOME_NAME\AppData\Local\PokerTracker 4\PokerTracker4.log

where "SOME_NAME" is your Windows username on your computer.

and your 5 latest PostgreSQL log files.
