cant connect to tracker 4 after win 10 upgrade

after i upgraded to windows 10 my tracker 4 will not connect i havent got a clue how to fix it im getting this message

You will need to reinstall PostgreSQL per our install guides here. If you didn't delete your data you can install the same version you had and the database will still work.

i have version 8.3 does that mean i have to upgrade it to version 9.0 ?

If you reinstall 8.3 it should work, though backing it up and upgrading to at least 9.3 is recommended; 8.3 is very old at this point.

how do i upgrade it though to that version? sorry i am clueless in how to do this and i prob end up doing some damage

(1) Reinstall 8.3 and verify your data is there.

(2) Make a backup using our Backup System. You won't need the optional files so just turn those off - just the database is important here.

(3) Uninstall 8.3, install 9.3 per our Uninstall/Reinstall Guides.

(4) Restore from the backup you made in step 2.

I also upgraded to Windows 10, and am trying to follow the instructions in this thread. However, PostgreSQL version 8.4 is not available to download at the link provided in the installation guide. Where can I download version 8.4 so that I may reinstall and back up my old database? Thank you.
