Number of Hands - Number of Walks issue

Hi, both VPIP and PFR stats are using similar logic for calculation in descriptions:
Formula: Number of Times Player Raised Preflop / (Number of Hands - Number of Walks)
Formula: Number of Times Player Put Money In Pot / (Number of Hands - Number of Walks)

but their formulas are different:
(cnt_vpip / (cnt_hands - cnt_walks)) * 100
(cnt_pfr / cnt_pfr_opp) * 100

cnt_pfr_opp definition is quite a monster - what is logical difference between calculation of two stats? Why PFR cant be calculated with cnt_hands - cnt_walks? Even stat definition states "Percentage of the time that a player put in any raise preflop, given that he had a chance to do so."

Also attached file where values are different ( 450 vs 451, most cases they are same), cant find hand(s) that are making difference.

We want all of our percentage based stats to be the number of times someone did a thing divided by the chances to do so. To VPIP you just need any chance to put money into the hand -- this will happen every time you don't get a walk because in all of those cases you'll get some action and you can raise or call. PFR is a bit harder because you may have a chance to call but not a chance to raise. A simple case is if you're in the BB, all fold to the SB who shoves all-in. You can call, but you cannot raise because he is all-in. These are the kinds of cases we need to rule out in cnt_pfr_opp.
